"Neither of the major appropriations bills passed in the regular session is yet law nor have other passed bills with fiscal implications been signed into law. Substantial uncertainty also remains regarding the near-term economic outlook and the implications of the proposed but not yet enacted federal debt limit agreement for revenues to the state. Therefore, I am making no adjustment at this time to the estimate of revenue as provided in January in the 2024-25 Biennial Revenue Estimate.
For 2024-25, the estimate of funds available for general purpose spending remains $188.2 billion, to be reduced by amounts appropriated or otherwise defrayed by bills passed during the regular session once those bills are law."
